Strategy & Innovation
Programme Management, Education & Communication
The Programme Management, Education & Training, and Communication functions form an integral part of the Strategy & Innovation Division within the Malta Tax and Customs Administration (MTCA), supporting the organisation's commitment to excellence, innovation, and stakeholder engagement. The Programme Management function is responsible for overseeing and monitoring strategic programmes and initiatives across MTCA, ensuring that projects are delivered efficiently, implemented effectively, and aligned with organisational objectives. Through continuous follow-up and coordination, the function plays a vital role in driving organisational success and ensuring that key priorities achieve their intended outcomes. The Education & Training function focuses on promoting tax and customs awareness through outreach and educational initiatives aimed at fostering a stronger understanding of civic responsibility, particularly among younger generations. By educating citizens on the importance of taxation and its contribution to public services and national development, the function helps build a culture of compliance and awareness. It also provides continuous learning opportunities for employees through an annual training programme covering both technical and soft skills, ensuring that staff remain equipped with the knowledge and competencies required in an evolving environment. The Communication function serves as the voice and bridge of MTCA, fostering meaningful connections between the Administration, its employees, stakeholders, and the wider community. Through strategic communication initiatives, it promotes transparency, strengthens public trust, and enhances awareness of MTCA's role and services. The function is responsible for shaping and safeguarding the organisation's reputation across multiple platforms, including digital channels, social media, the corporate website, and internal communication networks. It also leads stakeholder engagement efforts, develops awareness campaigns, coordinates internal and external events, and ensures that key messages are communicated clearly, consistently, and effectively. By creating opportunities for dialogue, collaboration, and engagement, the Communication function supports a culture of openness while helping MTCA remain accessible, responsive, and connected to the people it serves.
Data Management
MTCA's Data Management Unit is designed to support MTCA's goals by managing data as a strategic asset, ensuring it is accurate, well-governed, and readily available to support informed decision-making across the organisation. Beyond these core responsibilities, the Data Management Unit plays a broader role in helping MTCA make more effective compliance and policy decisions through reliable data and evidence. The team also supports the adoption of modern data and technology practices and works closely with other departments to ensure data is used consistently across MTCA. By enabling better-informed decisions and closer collaboration across the organisation, the Data Management Unit helps MTCA deliver fair and effective tax administration.
Internal Audit
The Internal Audit Directorate provides independent assurance on the effectiveness of MTCA's governance, risk management, and internal control systems. The Directorate evaluates processes and controls across the organisation, promotes accountability and good governance, and identifies opportunities to strengthen operational effectiveness and compliance. Through its work, Internal Audit supports MTCA in achieving its objectives while safeguarding public resources and fostering a culture of integrity and continuous improvement.
Risk Management
The Risk Management Unit plays a central role in supporting MTCA’s strategic and operational objectives through the identification, assessment, monitoring, and mitigation of risks that may impact the Administration’s performance and revenue collection functions. The Unit develops and maintains enterprise-wide risk management frameworks, coordinates risk assessments across business areas, and promotes a risk-aware culture throughout the organisation. Leveraging data analytics, intelligence, and compliance risk management methodologies, the Unit supports informed decision-making, enhances organisational resilience, and contributes to the effective targeting of compliance interventions. Through continuous monitoring and reporting, the Risk Management Unit helps ensure that MTCA’s resources are directed towards the areas of greatest risk and opportunity.
